Non communal stand of AAP
Speech of Adv Prasanth Bhushan AUD0002.ogg

Transparency begins from membership

Initially when Aam Aadmi Party was in its formative stage, The procedure for obtaining membership in AAP those days was to submit an application on line to the AAP Office at the Centre followed by a Postal Order drawn for payment in their name at the Party office at Ghaziabad.  We at AAP Trivandrum were maintaining records of membership in a register. On receipt of signed PDF copies of applications from individuals their names were entered in the register. The AAP at the Centre then came out with membership of AAP with payment facility online. Here it was seen that the main aim of the Adhoc State committee Kerala was not intended to bring about any transparency in the identity of the paid members. The identities of the State Committee members were also not known. Almost Nil information is available about many of the Adhoc State Committee members.  Instead of implementing the Constitution of AAP at ward level, the concentration of energy levels of the State Team was focused elsewhere on issues of Waste Management, raising objections on the new Airport at Aramula and finding ways and means to discourage the setting up of a seaport at Vizhingam.
On the issue of verification of applicants the difference I had with the State Adhoc committee became bitter when I published a blog highlighting the procedure for obtaining Ordinary Membership for AAP on line.
 http://soldieraaptvm.blogspot.in/2013/11/voter-id-address-is-important-to-join.html

This was objected to by the State committee.  All the members of The Aam Aadmi Party (including the Convener and other office bearers of Adhoc Committee of the Kerala State Team) got together and put up a great fight with me on the issue of verification of individuals on the basis of Voter’s Identity Card for membership. They were vehemently opposed to this idea (for reasons best known to them). Truly speaking I do not know why. Apparently to my mind, they were opposed to transparency and till date the identity of the State Committee members  vis a vis their Voters Card ID continues to be a mystery. Most of the information about them contained in Facebook is also scanty or almost nil. I continued with my effort to bring about transparency and clarity in the system and volunteered to even make payment from my meager service pension for those who genuinely sought membership as an ordinary member in AAP. I spent money from my personal bank account and have been instrumental in motivating a few people as paid members with proper verification. The format of the undertaking submitted by individual applicants while taking such membership is given below:
This again was objected to by the Adhoc State committee.  Their contention is that verification of identity is not mentioned in the Constitution of AAP and would serve no useful purpose.
All the members of The Aam Aadmi Party (including the Convener and other office bearers of Adhoc Committee of the Kerala State Team) got together and put tremendous mental pressure on me to abort the task I had undertaken to verify the identity of individuals who join as paid members on the basis of their Voter’s Identity Card. They were and continued to be vehemently opposed to this idea (for reasons best known to them). Apparently to my mind, they were opposed to transparency. These non-verified caretaker Office Bearers (Supposedly Active Members) of the State/District teams, in order to bring about more clarity on their identity and transparency in the AAm Aadmi Party should subject themselves to Verification without any further delay and their bonafide needs to be established. At present the true identities of these Adhoc State Committee Members is not clearly known and well established. There was a huge campaign launched by these unverified members against me (Mr C.S.Nair ) which culminated in my resignation as Coordinator AAP Trivandrum.
Here we need to bear in mind that a huge embarrassment which the Aam Aadmi Party had to face recently amidst election campaign at Delhi was caused by miscreants who wanted to shake the faith of the people in the Aam Aadmi Party. The intent was to thereby dent the trust of the people in the honesty, integrity, image and good intentions of the Aam Aadmi Party. This is a wakeup call for each one of us and especially for all those who are advocating against verification of the antecedents of individuals prior to granting paid membership in the Party. One of the basic lessons we need to learn here is to “Beware of our own Co-workers”. The phenomenal growth and popularity of the Aam Aadmi Party which has just completed one year (12 months), has become a great cause of worry and concern to both BJP and the Congress Party as well as other parties. We are all aware of the fact that the media is also inclined to favour these major political parties and experience has taught us that they do not leave any stone unturned to take a dig at the AAP or let no opportunity pass by wherein they can blow a hole in our character and reputation whenever possible.
Based on this unfortunate incident each one of us must strengthen our resolve to make the AAP more strong and transparent and to bring about a reputation of our character and conduct. Our character and reputation should be such that even if someone were to speak ill or indulge in character assignation of our Party members and office bearers nobody would believe it. Such should be our personal example and public conduct. The office bearers should be handpicked and need to possess impeccable past record and unimpeachable integrity.
Here it needs to be stressed upon that the process of verification must be seen as an integral part of the system than as an encumbrance to privacy. This will help filter out potential miscreants and people who operate under false identities/ possess undesirable intent. One of the most effective methods to verify the past and present reputation and character of an individual is by enquiring about that individual from the immediate neighbourhood of the individual’s place of residence (both temporary residence and permanent residential address). The details of permanent address can be easily got from the individuals Voter’s ID and such enquiry needs to be done at the ward level of every such individual.

There may even be cases where individuals join the Aam Aadmi Party but they may be owing allegiance to their employers secretly, and promoting the interests of their employers while posing as dedicated and active members/office bearers of the AAP. To obviate such a possibility it would be in the best interests of the Party that every individual, both ordinary/active (especially office bearers), disclose all details of their employment (past till present date). It could also include details of posts held during such employment and details of employers. Suggestions for improving transparency and methods for discouraging mischief makers may further be thought of and incorporated.
I thank the AAP at the centre for incorporating my suggestion to include the details of Voters ID of individuals at the time of seeking paid membership in AAP.

Implementing the Constitution of AAP and setting up ward level functioning is the need of the hour. Representatives need to be chosen from there. However I have my sincere doubts whether the present State and District level Adhoc Committees have this aim in focus or the desired mind-set for this. I am intrigued WHY they are opposed to transparency? Could they be representatives of an organisation with vested interests? It would be worthwhile to go through their employment details with a fine tooth comb ─ both the present and past.
I have resigned from the post of Coordinator since I cannot be a party to the wrong doings of these Caretaker Committees.

Article III Category B point no XI states that " A person can become a member of the Party either at his/her place of permanent residence or where he/she carries on his/her business but at one time he/she shall not be a member at more than one place". Here in the second screen short the address is asked against credit /debit card address which the customer has submitted to the bank this has no relevance with the membership. This window is available while using online card payments ,which is statutory requirement. We should be very careful while posting official information. Jaihind!!!!!!!!!!!
The following was a news too.
News Item
Kochi: Notwithstanding the rise in its stakes after the Assembly polls in Delhi, the state unit of the Aam Aadmi Party has sought  to maintain a note of caution with regard to drawing more members from Kerala .
According to the party state committee, its immediate priority will be to set up a screening mechanism for each district to monitor the expected flow of new volunteers.
“As we follow the online-membership system, we have to make sure their credentials before accommodating them,’’ said Mr Ratheesh, spokesperson, AAP Kerala.

Sri Arvind Kejriwal today with his family members looks a happy man. I am sure when he had resigned his post as Asst Commissioner (Income Tax) and embarked on the task of social service, his family must have objected to it. My experience is that when one indulges in public service and especially when one fights against corruption one has to face a lot of brick bats, insults and even the ire of one’s own family members. During 1999 when I first told my wife that I intend to take up the atrocities and corruption in the Rubber Board, she discouraged me and said that the corrupt forces would unite and our lives would be adversely affected. She was totally averse to the idea since it would adversely affect our family life and peace of mind. When my attempt to bring out the shortcomings in the Rubber Board (against my wife’s wishes) fell on deaf ears of united corrupt forces I lost my peace of mind and I could not sleep for many days.
I have faced every kind of discouragement from the concerned authorities in the form of veiled threats of all kinds (including death and kidnapping of my children) over the telephone, discouragement and deceit by Press, anonymous phone calls, so on and so forth. I was even maligned in public media. I was labelled as a problem creator for bringing out facts pertaining to irregularities and doctoring of accounts in Rubber Board.
Based on the facts that were presented by me when a reporter wrote two articles  in the Newspaper “HINDU Business Line”, the editor of the newspaper admonished the reporter. It was only during 1999 when Quality Rubber Marketing Society was formed, did I realise that the true colours of all parties were the same behind their masked public appearances. I also realised that the media was totally under the control of political parties and that the news we read are censored and vetted by the leading political parties. Through my own effort I learned the use of computer and using Google network I did my very best to bring out the anomalies to the masses and even different competent authorities including WTO Cell CDS etc.
When I published a blog with proof that Gram Sabhas are being held with even less than ten per cent of its effective strength as physical presence, I was threatened by the Panchayat member with dire consequences.  Once when I got a chance to speak on a television channel, I spoke of my bad experiences and this led to gaining many more enemies. I then wanted to stop voting for any party or individual, for once we cast our vote and elect any person, they are never seen for the next five years and all they do is exploit the common man. Acceptance of bribe and asking for it openly for favours made me disgusted. It is then that I heard of concrete solutions to all the problems that concerned the common man from Shri Arvind Kejriwal. It made me and all the people who were tired of corruption happy.
In my last sixty four years I have never joined or supported any political party out of sheer disgust for corruption and the dubious methods employed by political parties to cheat the common man. When I joined AAP my wife was against my idea and said that nobody can improve our country and any effort to improve the present conditions will only take away our peace of mind and happiness of the family. I believe and trust in Sri Arvind Kejriwal. I have joined the AAP with lots of trust, faith and hope. I realise the amount of mental tension Sri Arvind Kejriwal and his family members must have undergone in their pursuit of social work through truth and honesty.  My prayers to the Almighty to drench Sri Arvind Kejriwal and all his family members with torrents of Grace for the stupendous sacrifice he has made for our country. Sri Arvind Kejriwal is our only hope for a better tomorrow the only light and navigational beacon for our country and its honest citizens. JAI HIND !!!

WTO Cell   CDS etc.

Congratulations to Devatheth

Devatheth is a resident of Vilavancode, Kanyakumari District who posted a comment on Aam Aadmi Party Trivandrum Facebook group with his contact number. When contacted him on phone he told that he have one leg and one hand only and want to participate in AAP. I was adding individuals from Kerala to AAP on online requests. When I heard the situation of Devtheth I decided to help him and tried to search EC's Site for Thamil Nadu Voters List. Finally I got the link and found that was in Thamil. However Devtheth gave me his Voter ID number over phone and Email ID as SMS. When I entered his voter ID I got his details as on the above image. Suddenly I registered his membership at AAP and failed to pay the membership fee online.
By contacting Charanjeet who is in-charge of Web Design told that the site may be temporarily down and advised to send draft to AAP HQ. After many trials I send the  membership form to Devatheth for further action. When I tried to donate Rs. 100/- to AAP there was no problem on payment.

Should AAP form a government in Delhi

Please read the appeal or watch the video explaining the context behind this appeal. Scroll down for voting your preference.

My Dear Delhites,
The Assembly election results are out and the Aam Aadmi Party’s broom has swept in 28 seats. I take this opportunity to congratulate you all for this feat. It is the common man who has won in these elections. However, 36 seats are needed to claim a majority in house and form the government. We are short by 8 seats. No single party has managed to acquire the requisite 36 seats. Despite getting 32 seats, the wave of clean politics that the Aam Aadmi Party has created is compelling the BJP to avoid horse trading for power, something they have been so proficient at in the past in Goa, Himachal Pradesh, Chhatisgarh and UP.
Now, the Congress wishes to give unconditional support to the Aam Aadmi Party. And the BJP says that we must form the government in Delhi and for the welfare of the people it will offer issue-based support. We had not asked these parties to support us. They are offering us their support of their own accord. What is astounding is these are the same parties who give and take as much as 10 crore Rupees per M.L.A. when it comes to horse trading for power.
I want you to firstly think of the reason for the birth the Aam Aadmi Party. It came into being as a mandate against the corrupt, criminal and communal politics of the BJP and Congress.  We have not come into politics to acquire power, we have come here to change this system.  It was the plight of the common man that motivated him to rise and form the Aam Aadmi Party. How can a party from such beginnings now form government with the support of the very same parties that were the cause of its inception?
But some people feel that the Aam Aadmi Party is running away from its responsibilities. It should take outside support from the BJP and/or the Congress and form the government. If they offer good governance and still these parties withdraw their support, re-elections would take place and the people would teach them a lesson.
We are not here to capture power and rule Delhi. Who are we? We are the common man. The same common man who is sick and tired of the corruption and price rise. We think that if a government has to come into existence, it should be based on an unanimous will to deliver good governance and redress those problems from which they are suffering for so many years. Thus we wrote a letter to both of these parties. We have asked whether they support us on the following 18 issues which affect the people of Delhi directly

Issue 1) End of VIP culture in Delhi : No member of the Delhi Legislative assembly, minister of the Delhi government or government official would be allowed to use transportation with red beacons. He will not live in big bungalows and shall not ask for special security for himself. Every minister/ official should live like a common man.
Issue 2) A strong anti-graft Lokapal bill would be passed. It would amount to investigation of all the scams that the Congress and BJP have done till now in the Delhi government and the MCD.
Issue 3) The law of Swaraj will be enacted in Delhi. The right to take decisions about his Mohalla/colony/street will be given directly to the people. The councillor and MLA funds in Delhi would be discontinued.  The money would be given directly to the Mohalla Sabhas so that the public decides on how to spend the money in its locality.
Issue 4) Delhi would be granted the status of a "Complete State"
Issue 5) Compulsory audit of all electricity companies. The electricity bills would be slashed to half.
Issue 6) Every malfunctioning electricity meter in Delhi would be probed for irregularities.
Issue 7) 700 litres of clean water would be supplied daily to each and every house of Delhi.
Issue 8) All unauthorized colonies in Delhi would be regularized within a year and basic civic amenities would be provided to them.
Issue 9) Jhuggis shall not be demolished till they people living there are provided with alternate houses.
Issue 10) Contract labour shall be abolished in services which are regular in nature. All jobs in such services shall be regularized.
Issue 11) The VAT taxes would be simplified and the VAT rates would be reassessed.
Issue 12) Foreign Direct Investement will not be allowed in retail in Delhi.
Issue 13) All the services and subsidies which are given to the farmers of other states would be provided to the farmers of Delhi as well. Without the permission of the Gram Sabha, land acquisitions shall not take place. More areas in Delhi would come under the jurisdiction of the Gram Sabhas by the extension of Lal Dora.
Issue 14) Government schools will provide better education than private schools. More than 500 new government schools would be opened.  The tradition of donations to private schools will be eliminated and there will be complete transparency in the fee structuring of private schools.
Issue 15) New government hospitals would be opened and government hospitals shall provide better healthcare than private hospitals.
Issue 16) A special task force for the safety of Women will be established. New courts would be made and new judges appointed so that the redressal of cases related to Women Harassment takes place within 6 months.
Issue 17) New judges to be appointed to facilitate the creation of fast track courts for these special courts mentioned above.
Issue 18) Other parties to support the Aam Aadmi Party in issues relating to central government.

For the first time in the history of modern India, a party is exhibiting a will to form an issue-based government instead of forming a government to merely acquire power.
The BJP has refused to answer our letter.  The same BJP claims to offer issue-based support to the Aam Aadmi Party for the welfare of the people of Delhi. This goes to show that BJP is merely playing dirty politics. They neither want the welfare of the Delhi people, nor do they want to support any issue.
The Congress has replied. They say that 16 out of the 18 issues are Executive in nature and we would not need their support in discharging these duties. They are ready to support us on 2 of the other issues.
Everyone knows that Congress is an extremely sly party. It is the party that is diametrically opposed to our principles and policies and the main reason for the genesis of our party. How can we take the support of such a party to form a government? They have a history of tricking people like Mr. Chaudhary Charan Singh and Mr. Chandrashekhar and toppling their governments.
But some people say that with the Lok Sabha elections round the corner, the Congress cannot afford to cheat us. It is almost an obligation for them to support us. At least for 6 months, the Congress shall not resort to any sly tactics. In such circumstances, the Aam Aadmi Party should form a government for 6 months and push for the resolution of these issues that would benefit the public directly.
We are in a difficult situation. While some of our supporters feel that we should stay aloof and not take support from any of these parties and go for re-election, some others feel that the Aam Aadmi Party should try and form a government in Delhi and prove itself by delivering on what it has promised.
In such a situation, we reach out to you, the people of Delhi. We like you to weigh in with your suggestions. We don't believe in taking decisions in closed room meetings.  We want to ask the people because Aam Aadmi Party is not owned by a handful of men.  We are of, by and for the people. We would abide by whatever the people decide. It is advice of the people that shall hold supreme for us in decision making on this or any other issue.
You can advise us on this>>>>>>>>>>>>>>

Govt’ s Lokpal Bill V s Jan Lokpal Bill: Comparative Chart

The farce in the name of the Lokpal Bill

The Jan Lokpal was conceived as an independent empowered and accountable ombudsman which could independently, credibly and expeditiously investigate corruption offences of all public servants who are today not being investigated because the investigating agencies are controlled by the same public servants who need to be investigated. Such a Lokpal would need to be functionally, financially and even in terms of appointment and accountability be independent of the government and indeed the political establishment even if they are for the time being not in government. A Jan Lokpal bill was drafted by the Civil Society members of the joint drafting committee for this purpose in June 2011 which had the support of at least 80% people of the country. A fast was undertaken by Anna Hazare at Ramlila Maidan in August 2011 for this purpose, at the end to which the Parliament passed a unanimous resolution committing to passing a Lokpal Bill which would have at least 3 elements: That all public servants, high or low would be included in the investigative ambit of the Lokpal; that the Lokpal would also monitor the Citizen’s charters and have the power to penalize public authorities and servants who violate it; and that the Lokpal bill would contain provisions for Lokayktas on the same lines as the Lokpal for the States, which would take of corruption among State Public servants.
Unfortunately however, the government introduced and passed a farcical bill called the Lokpal Bill 2011 in December 2011. The same bill was then brought before the Rajya Sabha but torn up and thrown away and then referred to the Select Committee. The Bill as passed by the Lok Sabha left the selection of the Lokpal essentially in the hands of the government. It also left the accountability of the Lokpal in government hands, thus completely compromising the independence of the Lokpal. Equally importantly, this bill left the Lokpal’s corruption investigations in the hands of a government controlled CBI. Also, the bill did not contain even a single one of the 3 provisions which the Parliament had unanimously promised Anna Hazare before he broke his fast. Only group A public servants and not all were brought within the Lokpal’s purview; There was no provision for a State Lokayukta’s in this bill; and there was no mention of a citizens charter. Moreover, the investigation of the Lokpal was crippled by the need to first have a preliminary inquiry where the accused public servant would have to be heard (thus allowing him to destroy evidence) before even the FIR could be registered. And worst of all, a person whose complaint was labeled “frivolous or vexatious” by this government controlled Lokpal could be imprisoned for upto 5 years (even more than the punishment for corruption)! That is why we had called this bill a Jokepal bill or a bill for the protection of corrupt public servants.
The select committee has recommended some cosmetic changes in the bill which do not take care of the fundamental defects of the bill. In the selection and removal of the Lokpal, slightly more weightage has been given to the opposition rather than the government, but even with this, the appointment and removal of the lokpal remains under the control of the political class who usually would have the same vested interest to have a weak and pliable Lokpal. Similarly, the select committee has recommended that the CBI officers investigating the corruption complaints entrusted to them by the Lokpal would remain under the suprintendance of the Lokpal which means nothing since the CVC which has some power currently has not been able to prevent the CBI from acting at the behest of the government. However, the essential administrative powers over the CBI officers of promotions, postings, disciplinary control and post retirement jobs would remain with the government, thus rendering them beholden to and dependant on the government. Nothing substantive is proposed by the select committee to deal with 2 of the 3 assurances of Parliament to Anna, namely Lokayuktas on the same lines in the States and the Citizen’s charter.
We are now witnessing an unseemly spectacle in Parliament with the Congress and the BJP fighting to claim credit for passing this farcical Jokepal bill, with or without some of the cosmetic amendments of the select committee. The bill finalized secretly by the Congress and the BJP, would in either case, it would remain a far cry from the Jan Lokpal bill which had been drafted by Team Anna and for which Anna had fasted at Ramlila maidan.
Anna is on fast again at Ralegan Siddhi for the Lokpal bill. Agents of the Congress and the BJP have been going to him to get him to accept this Jokepal bill. He has made a statement that he is willing to accept the bill as proposed by the government, which is not even in the public domain. We realized more than a year ago that these corrupted parties like the Congress and the BJP were not going to allow any independent and credible Lokpal which would send half of their ministers and many of their leaders to jail. That is why we had to form a political party, realizing that we will need to be in the legislatures to get the Jan Lokpal bill passed. No amount of Fasting and protests will force these parties to do what the country really needs. While expressing our full support for the cause for which Anna is fasting, we call upon him to give up his fast and join the resurgent civil society movement for an electoral revolution in the country which promises to bring about the revolutionary changes in the democratic, electoral and anti corruption system in the country.
IMPORTANT DIFFERENCES BETWEEN THE JAN LOKPAL BILL & THE BILL NOW PROPOSED
As per Govt’s Lokpal Bill
As per Jan Lokpal Bill
Appointment: Lokpal will be selected 5 members: by PM, Leader of Opposition, Speaker, CJI, and one jurist nominated by these 4.
(thus majority of those who will select Lokpal will be from the political class, who themselves will need to be investigated by the Lokpal)
Lokpal will be appointed by a 7 member committee, consisting of 2 SC judges, 2 HC judges, 1 nominee of CAG+CVC+CEC, PM and Leader of Opposition
Removal: For removal, only the Govt, or 100 MPs can make a complaint to the SC.
(thus rendering the removal largely under control of the government and the political class, and compromising its independence)
Any citizen can complain to the SC seeking removal of any member of Lokpal.
Investigating machinery: The Lokpal would have to get the complaints investigated by any investigating agency, including the CBI, all of which would continue to remain under the administrative control of the government. The transfer, postings and post-retirement jobs of CBI officers would be under the control of the govt, thus compromising the independence of the investigative machinery. The CBI will be brought under the administrative control of the Lokpal, so that the investigating machinery can be made independent of the government.
Whistleblower protection: Not mentioned in the government’s bill. The Jan Lokpal Bill includes provisions for protection of whistleblowers.
Citizens Charter: Not mentioned in the government bill.
(this was one of the unanimous assurances made by parliament to Anna Hazare when he broke his fast in August 2011)
The Jan Lokpal instituted a mechanism for prosecution of government officials if they failed to fulfill their duties under the citizens charter, which was to be created in this Bill.
Lokayuktas in the State: Have been left to the discretion of the state governments.
(this was one of the unanimous assurances made by parliament to Anna Hazare when he broke his fast in August 2011)
The Jan Lokpal bill sought to create a Lokayukta along the same lines as the one at the center.
Frivolous Complaints: Any person making a false or frivolous complaint could be jailed for up to 1 year, which will deter even honest complainants from going to the Lokpal. There was a penalty up to Rs. 1 lakh, but no provision for imprisonment.
Ambit of the Lokpal: Judiciary excluded completely and MPs excluded in respect of their votes and speeches in Parliament.Included all public servants, including judges and MPs, with regard to all their public duties.

AAP to screen membership flow in Kerala

Ratheesh, AAP spokesperson.
This is Ratheesh KP, the Kerala Aam Aadmi Party spokesperson.

Deccan Chronicle

I had to resign from my post as Coordinator Aam Aadmi Party Trivandrum primarily because of this person.
On the issue of verification of applicants as paid Ordinary Members there existed a huge difference of opinion between me and the members of The State Adhoc committee. This became more severe and bitter when I published a blog highlighting the procedure for obtaining Ordinary Membership for AAP on line.

Everyone including KP Ratheesh opposed it and thus I left the post of Co-ordinator AAP Trivandrum.
The entire posts and comments in this blog are related with this issue.  Earlier The BJP had accused Sri Arvind Kejriwal of enrolling as a voter in three places. Please refer  http://www.dnaindia.com/india/report-arvind-kejriwal-enrolled-as-voter-in-three-places-bjp-tells-election-commission-1924305

Arvindji could prove this allegation as false and baseless by rendering proof based on his Voters ID and the authentic data contained therein.  So how can anyone say that the Voter ID is not needed to be a part of AAP?.   So far the Adhoc State Committee members have been saying that,” Since National Committee has not made it mandatory, we need not be worried about that. There is no need to fight over it as the rule has not made this issue strict.”

Nobody should hold more than one Voter ID. If so he is punishable by the Law of the Land (Election Commission of India.)

After so many requests the Kerala State convener made public the particulars of his Voter ID which I consider as remarkable. This type of transparency for Office Bearers at all levels in Kerala was my request.

One Mr Shyam Kumar V Janrdhanan      warned and threatened me that I will face so many court cases. I don't know what I said against law. His comments are as follows in Malayalam.

My identity here >>>>>
Transparency is the powerful tool of AAP. I joined AAP with hope for a better future for my country and as a relief from my suffering for the last 64 years. I tried to set right the Gramasabha, but failed to do so. However Sri Arvind Kejriwal has proved that we can change the corrupt system from the bottom to top approach as a political party which is different from other political parties.

How to reach Ward level

The outcome of Delhi Assembly elections heralds the arrival of a new force in Indian politics. It reaffirms the widely felt disenchantment and disgust with the ruling UPA regime. The decimation of the ruling Congress party shows beyond doubt that there is yearning for change. Yet the inability of the BJP to secure a majority shows that the voters who want change are not satisfied with a mere substitute. The spectacular debut of the Aam Aadmi Party (AAP) demonstrates that the aam aadmi of India is willing to trust alternative politics.
AAP’s performance in the Delhi elections is by far the most spectacular political debut in the last three decades. This barely one year old political party has achieved this amazing feat in the face of the collective might of the two big parties evident in their money and muscle power and slander campaign launched by vested interests and supported by a section of the media. But for this concerted campaign, AAP could well have obtained a clear majority in Delhi assembly.  Its final tally thus under-estimates the extent of popular support for the party.

Ward Sabha for AAP

Each one of us is well aware that quarterly “SABHAS” are held in the wards of various Panchayats, Municipalities and Corporation of various Districts. The primary eligibility criterion as laid down by the Government of India to attend and participate in such SABHAS is positive identification of all participants in the form of Voter’s Identity issued by the Election Commission of India. The purpose of such meetings is manifold. However one such purpose is to update the effective strength of voters from the ward by deleting the deceased members and adding the names of new members who have become eligible apropos terms and conditions laid down by the Election Commission of India. A minimum of ten per cent of attendance based on its effective strength of eligible members is required to complete the quorum of such SABHAS. However in reality, these days in Wards belonging to Panchayats, Municipality and Corporations these meetings are only shown as held on paper whereas physically they are rarely held. As per rules whenever a ‘Sabha’ is called together and if the strength of attendance is less than one tenth of its effective strength the election Commission can intervene and change the Ward Member if required. In order to obviate such a possibility such meetings are being shown as held on paper and records of attendance are doctored and fabricated to show that the quorum was complete. Even minutes of such meetings are tailor made and kept for record purposes. This is done by adding fictitious names and particulars of individuals as attendees. The voters ID particulars is left blank  against their names and as such no verification of such records is possible practically. The records including minutes of such meetings are available for public scrutiny on payment of relevant fees as per RTI Act.
Although it is imperative as per policy directive to inform all members of the Ward about such “SABHAS”, these mandates are never followed in principle. Mostly such meetings are held without any agenda or topic for discussion. Mostly it is held in the name of registration/ allotment of grant pertaining to Government Schemes for poor; towards purchase of cattle, poultry, and other welfare schemes meant for the poor self employed. Whether such benefits actually reach the persons or people intended is any body’s guess. Mostly such allotments of grants are made as per the whims and fancies of the Panchayat Member and primarily it serves as a vote bank from the beneficiary in future elections. Moreover it serves as a means for fostering corrupt practices of taking bribes for allotting grants/freebies. It is often seen that Panchayat members who are paid a meagre monthly salary amass a fortune after they stay in office for a period of five years. This is irrespective of the Party they belong to. Any honest citizen who raises his voice against such corruption and malafide practices are subjected to mass opposition and veiled threats. Consequently upright and self-respecting citizens refrain from attending such SABHAS and avoid any confrontation with the existing muscle power mafia.
It is here that the Aam Aadmi Party has entered the arena to play a decisive and important role in future by transferring the true decision making power to the people of the ward . Here it is reiterated that in order to be a member of a ward, a person must be eligible to cast his vote (voter) in possession of Voters’ ID.  For an individual it is a must as per the Govt of India Directive on the subject.
In view of the foregoing, I request one and all to apply your mind and think for a while that If an individual is given membership on line in AAP based on what name and address he may say and give (as advocated by the members of the Adhoc State Committee of Kerala)  and without verifying the basic criterion of his eligibility to participate in elections and without determining which ward he/she would be a member of; would it serve any meaningful or useful purpose whatsoever? Don’t you think it beats the basic concept of ‘SWARAJ’, the transfer of power to the people? Is the election process based on anonymity or identity? If one supports truth and wishes to lead a life of uprightness and integrity, and wishes to abide by the Constitution of AAP both in letter and spirit and wishes to better the future of our country by cleaning up the prevalent corrupt practices, why should one be afraid of making known his personal particulars and antecedents which is in public domain in the Election Commission of India Website ─ unless of course one has some dark past/present or some skeletons in the cupboard which one intends to hide or pull wool over the eyes of the public?
Alternatively think of a scenario where, in a Ward if there are just ten upright, well-meaning and patriotic citizens belonging to Aam Aadmi Party, who possesses Voters ID and are members of that Ward, they can collectively represent and take up the wrong doings of such Ward committees, and furnish the desired proof in the form of video recordings and otherwise to the competent authority for redress. Won’t it change the present system and eradicate corruption? This is exactly what Shri Arvind Kejriwal is intending to bring about. It would bring about a sea change and cull out a well-oiled and corruption free functioning system replacing our existing mismanagement and corrupt practices. Those eligible voters, residents at each Ward desirous of joining AAP but not in possession of Voters ID must apply for same and procure it on top priority for effective participation in Grama Sabha and for creating a better, well governed and corruption free India. Arvind Kejriwal has done priceless service to our country by setting the concept in motion and it is upto each one of us to be the keeper of the flame of the traditions set by Shri Arvind Kejriwal. His name will be written in letters of gold in the annals of history.
All members of the Caretaker State Committee of Kerala should endeavour to live by the standards set by Arvind Kejriwal and must immediately change over from anonymity to identity and disclose their identity and antecedents that they are people who possess Voter’s Identity and registering themselves at their respective wards. They also need to focus on developing the AAP concept at Ward level instead of channelising their energy on issues like Vizhinjam Seaport, Aramula Airport or selling waste management equipment.
